Spoke to the retired cabby this evening, this is what he says

Hackney carriage on a taxi rank left unattended is NOT A PARKING OFFENCE, the offence can only be brought under the 1847 town police clause act, and is a breach of a byelaw under that act.

he cannot put his hand to this byelaw but will try and find it.

Surely it's a parking offence under 1847 act.

Perhaps what he means is that enforcement can only be done by the police if a council has taken over traffic enforcement.

Even that I disagree with. :wink:

The rights or wrongs of leaving a cab unattended on the rank should be more focused on perpetrators stopping the rank from moving fluently ............. therefore stopping or hindering the rest of the fleet from operating effectively.

Unfortunately in London theydont put on your screen,makes no difference
GMB policy all tickets should be controlled by GLA/TFL.
Interestingly GBCs team were recently issued with warning from PCO about urinating in certain squares in Kensington Knightsbridge area.IE in the street.Mind in one of these squares lives one M.Thatcher their urine could surely only improve the odour.
