It would be even simpler if it licensing wasn't in the hands of local authorities.

Governmental advice is still COUNCILS REMAIN BEST PLACED.
But you don't heed that advice because you're on record as saying regardless of what a council might think you are of the opinion that no council in the country should remove restrictions on numbers. I think we can safely describe that as being hypocritical.

So who would take over Licensing ? and how would that appease everyone who is happy for the local authorities to remain in control.
For the time being I'll let you ponder this little passage from someone you probably have more than a hint of respect, they offered the following opinion.
"I think the whole debate should be moved on from numbers, premiums, Taxi/P.H and into whether we should all come under one department like Water, Electricity etc possibly called Ofttax or some such dept. This dept would be set up by Government but have autonomy. Powers that would likely include the setting of sustainable fare structures and would include the distribution of subsidies (everybody else gets them)". My opinions are well known about interfering councils and I will expand on that in the near future.

Just because you want it, probably because your authority doesn't listen to you (as you are not representative) and you feel you would get a better chance with someone else in control.
The only reason you and the restricted part of the Taxi trade want the present status quo to remain is because you think you can bend the will of council officials to suit your purpose and that means retaining restrictions. That's why you and your ilk get so pizzed off when councils excercise their right to change their policy from restriction to derestriction.
The rest of us want unambiguous statutory legislation that we can all relate. What we don't want is councillors trying to implement illegal conditions on licenses by trying to change statutory legislation by the back door. Blackpool is a prime example.
I doubt many Taxi drivers want councillors foisting their political correctness on the Taxi trade, therefore the sooner they are rid of these powers the better it will be for all.

There is no need for change ........................ and I for one would oppose any change as I agree with the advice of government.
The reason you don't want change is because you are a backward thinker and live in the past. However it is patently obvious that you are not alone in that respect because there are many like you who suffer the same disease.
