On the 21 May 2007 a meeting took place at the Department for Transport and the following representatives
attended; Gillian Merron Under Secretary for State for Transport,
Louise Ellman MP for Liverpool Riverside, David Farmer and
Pippa Brown, Senior Civil Servants, Tom McIntyre, Dave McCleod
and John McCormack T& GWU, Colin Dyson, Merseyside Police
and John Bamber Liverpool City Council Enforcement Officer.

The Transport and General Workers Union representatives
outlined to the meeting that all public hire vehicles have to return to
The licence district that had issued the taxicab license. They
Pointed out that private hire vehicles were not compelled to do the
Same and requested a legal “Level Playing Field”. By way of
Amendment to the Local Government (Miscellaneous Provisions)
Act 1976.It was also stated that vehicle and driver standards
Required by Liverpool were generally “higher” than neighbouring Authorities.
This the T&GWU thought was subjecting the traveling
Public to a lottery of driver competence.
John Bamber detailed the Local Authority Enforcement function
and highlighted illegal activity, which still persists with unlicensed
“Plying for Hire” by private hire vehicles in Liverpool. The level of
fines associated with these contraventions was also discussed and
it was felt that current levels were not acting as a deterrent. Colin
Dyson of Merseyside Police Force summarized the difficulty the
Police faced with private hire vehicles waiting in congested areas
Have the city and the associated obstruction and vehicular offences.

The Minister, Gill Merron asked David Farmer of the DfT to raise
the matter of fine levels with the Justice Ministry. Liverpool
Licensing Unit will assist the Ministry by forwarding the level of
fines imposed by local Magistrates for consideration.

The trade representatives, requested that D f T and legislator promote the amendment, to the 1976 act in order to give power to enforcement officers to regulate the activity of P h vehicles by adjoining authorities :?: :?: :?: :?: :?:

That sounds a tad familiar, a so-called cab union having a pop at another section of the trade, just because their council has different conditions. [-(

Maybe if the Liverpool trade are on a mission on standards then they should have a new only policy for their vehicles. :wink:

As for the ammendment to the 1976 act, well maybe the Liverpool T&G could tell me where in the 1976 act it says PH drivers need a knowledge?

Or for that matter where in the 1847 act it says cab drivers need one? :roll: :roll:

This is the bit that infuriates me . There is a problem with illegal taxi activity in Liverpool, its not the P H . Its hacks them selves Cherry picking . There is congestion in Liverpool City centre, caused by hacks not P H .
Why the T&G are making fools of them selves, yet again. I do not know.

To take a copper, who cant be in touch with reality , and a enforcement officer. Both of which should be doing, what there payed to do not trotting to London ,I M O telling untruths. Its an absolute a waste of money. No MRS C wonder why :?: :?: :?:

Streetcars,

Fact: Sefton ph companies are putting cards through front doors all over Liverpool every day of the week.

Fact: Sefton ph are greatly cheaper than Liverpool hackneys.

Fact: There are complaints being broadcast on the Roger Phillip's show (Radio Merseyside) every other week regarding Sefton ph ranking on the streets of Liverpool.

Fact; its not illegal to put cards, through letter boxes.

Fact; Sefton private hire are crucifying the Liverpool cab trade.
They call it competition. Tommy and his mates, only have them selves to blame for that. They help set the tariff .
I do feel sorry for Tommy, he must be under pressure to do something . But to say a sefton P H driver, is not as good as Liverpool driver. Is a cheap shot.
Fact; To say there is a major problem, with P H picking up on the streets is untrue. 10 years ago yes. But not now .
The complaints about sefton P H , ranking in Liverpool are a few cars, on longmoor lane and perthenon drive. Not in the city centre, and certainly not ranking in the way you mean . And not causing congestion.

Tommy and his crew, are doing things for what they think are the right reasons . and if they want to change the law, its up to them . But to tell a load of Porkies to do it , is beond contempt. :wink: :wink:

In a week that Liverpool was defined as, the poorest place in the UK. We have the T&G not wanting you, to own your own cab but pay rent . Now they dont want you, to drive your own car. Make no mistake about it if Sefton PH , have to return to Sefton after every booking . They will make FA . 2000 Jobs at risk . Well done the T&G :evil: :evil: :evil: :evil: :evil: .I just hope Farmer etc sees it for what it is, the ramblings of a mad man . What's your take on this item Trevor?

Private hire have been around for a long time and they aren't going to go away under present legislation, if private hire legislation was ever introduced to make them return to their own licensing authority then the same would apply to hackney carriages who undertake private hire work.

I think the notion is far fetched and definitely unworkable and would place great restrictions on existing hackney carriage drivers who obtain most of their work from the radio.

On the other hand, are Liverpool asking for legislation that exempts hackney carriage drivers working on a private hire radio system from returning to their licensed area? Wouldn't that be classed as an "unleveled playing" field?

The trade is continuously evolving, the suggestions made would never be accepted , to make a level playing field would involve control of what they charge.IMO...

You could always do away with private hire and only have Hackney's , but then everyone would have to have a radio, total control would be in the hands of the company's, one cannot exist on Friday and Saturday nights only ...

You will notice that it is Liverpool licensing and the T&G .. with no mention of the joint trades .

But wouldn't that make it easier for new 'driver owned' firms to start up?

£3 a week taxi-call seems a good way in for such new firms. :wink:
