Maybe you have but people dont sit on the outside of your vehicle to go home in the freezing cold, many taxi's have been no smoking for years but thats not the issue is it?

Unfortunately the tobacco addiction will outweigh the desire to freeze ones bollucks off and they'll stay at home.

Supermarket beer is very cheap these days.
