I must tell you of an illegal practice that some councils are perpetrating.

It has come to my notice that some councils are refusing to accept old paper licenses because the CRB prefers new type licenses.

Paper licenses are still legal tender and councils do not have the power to insist on new type licenses. The Government is the only body who can legally determine when and how a license becomes obsolete. So if your council tries to pull this stunt on you ask them to produce the legislation that says the old license is extinct. We want to hear from you if your council has tried this stunt on you?

I have the old style paper license and my council accept it without question.

Try sending your old license to the DVLC for any changes

I guarantee it will be “lost” somewhere in the process, and you will have to stump up for a new type!

The following section from the CRB is being used as the reason why old licenses will no longer be acceptable.

You should where possible, ask for photographic identity (e.g. passport, new style driving licence, etc. and for this to be compared against the applicant’s likeness).

No matter how desirable or attractive the reasoning behind it might be, the fact remains that it is unlawful.
