I think that's probably because Edinburgh and Glasgow are black cabs, and I believe that the large English cities with black cab fleets tend to keep apart from the PH sector?

The report seems to be saying that Scottish taxis can't do pre-booked work, but that's tosh.

I can't really see any real difference between England and Scotland in this regard.

Is this complete twaddle, or am I missing something?

I don't know, but down here most, if not all firms are mixed taxi/PH fleets.

I would imagine the chances of that happening in Glasgow/Edinburgh are pretty slim.
Common enough elsewhere in Scotland.
