A reasonable question, and it's been asked before in relation to fire engines.
Whether all people on this forum directly compete with stretch limos is perhaps not the point, but there are certainly some people who do, particularly at the chauffer drive end of the market.
The taxi and PH legislation covers a wide variety of scenarios, and while not all are in direct competition, some LAs certainly license stretch limos as PH, and many more SHOULD, so it's surely unsurprising that on a site of this nature we should have an interest in the topic.
Most people on here, and indeed in the trade, express an interest in how other LAs license taxis and PH, and they aren't necessarily in competition with each other, but surely this shouldn't preclude people from having an interest?
I'm sure that most ordinary citizens would express an interest if their neighbour was running an un-MOT'd car, without tax and insurance, even if it didn't directly affect them?
It's the same in the trade - mainstream taxis/PH have to undertake vetting, vehicle tests, pay license fees etc, so I think many rightly do not see why stretch limos and suchlike can be allowed to operate without any checks whatsoever, even if they're not in direct competition.
