I recently got a fare to Luton Airport.
I dropped the single passenger, paid the drop off fee of £5 and left.
I just received a letter from APCOA, stating that I have been fined a sum of £95 for ''failing to park in designated area''.
It is a ''Parking Charge Notice''
I don't thin this has any validity as I did not park. I just stopped to drop off the lone passenger and left.
The area is marked ''drop off zone''.
Anyone with similar experience ?

Airports use bylaws to enforce, so their tickets carry more weight than the scammers trying it on elsewhere.

Were others dropping off where you did?

You need to challenge it, not ignore it, and find out where they are saying you should have dropped off.

The fact that you paid the £5 yet you have received the ticket is strange.

What can I say in my appeal/challenge to the parking charge ?

The notice says ''failing to park in designated area''

There were signs for ''drop off zones'' but nothing saying I should drop off in any marled area.

It also says I was in breach of ''terms and conditions displayed''.

I was inside the drop off area for less than 5 minutes just dropping off a single passenger with light luggage.

I don't believe I was ''parked'' as such as I did not leave my vehicle at all.

I would ask to see where the signs were that said you couldn't drop in the area you did.

As for the terms and conditions, you were only there 5 minutes so you couldn't have had time to stop and agree to those conditions.

Enclose a copy of your receipt.

I suspect your appeal will be rejected, they seem to automatically reject first-time appeals, but ask for a popla code should they reject it.

Have you looked at where they said you should have dropped?

Did the ticket arrive within 14 days of the alleged incident?

Lastly I think you need to spend some time on the Money Saving Expert and Pepipoo forums.

Interesting read from a Facebook group...

Section 13.1 of BPA CoP
13.1 The driver must have the chance to consider the Terms and Conditions before entering into the ‘parking contract’ with you. If, having had that opportunity, the driver decides not to park but chooses to leave the car park, you must provide them with a reasonable consideration period to leave, before the driver can be bound by your parking contract. The amount of time in these instances will vary dependant on site size and type but it must be a minimum of 5 minutes.

In the process of lodging my appeal, I finally looked at images sent to me.

It is a very short video (around 10 seconds), showing my cab ''outside'' the airport pulling into a bus stop for safety reasons as I

was not familiar with the airport, I had to find out where I could drop off the passenger and there was traffic behind me.

My reply stated that the parking co did not have any jurisdiction outside the airport, I did pay a drop of fee as required and all I

did was pull in very briefly and most certainly did not park.

I have not had a reply as yet but will post it once I receive it.

The bus stop is regulated by the council surely not the parking company ?

That said I once had a driver who got a bit lost at BHX after his sat nav fell on the floor he pulled over to pick it up (on red lines) just as a camera car went past I think he ended up having to pay the fine !
