Funny one this, and quite apart from the local authority promoting the trade like this.
Thought it was maybe about recruiting drivers for a limited number of HCs, or about private hire rather than HCs, or about increasing HC WAV numbers, but can't see any evidence of any of that on the council's site.
And, ignoring TaxiPoint's take on it, it's also a bit odd that the council's emphasis is on plateholders ('operators', in the Scottish parlance) rather than *drivers* per se. Normally it's the other way round, or it's just 'taxi driving' as a career rather than an emphasis on plating vehicles (which again was maybe why I thought it was more of a WAV thing.)
This looks a bit dodgy, though - why is there a limit of two - illegal, presumably?

Of course, the council does mention that a separate driver's badge is required, but interesting to compare the council's emphasis in the wording to TaxiPoint's take - the former sort of implying that the plateholder may not be a driver, while the latter maybe not got the kind of multi-driver mindset that a lot in the trade elsewhere regard as the norm:
