One of the first consequences of this legislation will be that the number of taxis (HC) will drop significantly as drivers switch to PH, to avoid buying WAVs. This will be especially true in rural areas like yours bloodnock, where taxis (HC) may all but disappear
This in turn will lead to a chronic shortage of taxis on peak periods like Saturday nights.
Considering the lack of enforcement in most areas, this void will get filled by PH picking up illegally and unlicenced chancers.

Also, very few wheelchair users actually hail taxis on the street or use ranks. Most phone for a lift.
It won't go unnoticed for very long that these people are still struggling for a service..........
