There are only 2 operators that the policy applies to. One of them has 6 cars plated in the town but they are a big company who operate in another district. They only do school contracts and airport runs in our town and you can't book them for any other work. The other company is ours and as I have pointed out previously, we used to have a WAV and no one wanted to use it.
