As drivers are legally required to provide a written receipt for fares if asked, he may not be able to comply

He can do basic stuff, He is already licensed in Rutland.

So presumably Rutland made some allowances for him. Any idea on what basis, precisely?

I think he was badged by Rutland before they had any tests at all. Not sure they have much of a test now to be honest, certainly not for Private Hire.

Had a look at Rutland's website last night, and there does seem to be reading, writing and arithmetic tests for both HC and PH.

Quite basic, and the writing involves writing out receipts :-o

Reading test involves some stuff about disability awareness, which someone would certainly struggle to read out if they've got limited skills. (And not clear if it's just required to read it silently, or out loud, or if some level of comprehension of the contents is involved.)

But grandfather rights might explain why the driver has a badge, Grandad :lol:
