it looks like our lot are looking to revoke a drivers badge who they have previously susspended.
I am sure that I have read it on here that this is not permitted.

It's a quite a long and detailed judgment relating to a number of matters.

The bits that you are concerned with, and for that matter most of the trade since this judgment, are found right at the end of the judgment from 100 onwards.

What some councils are doing, when not revoking straight away, is merely suspending until the license expires.

Not sure that's the right way to deal with matters, and maybe the courts will frown on it.

I much prefer the revoke and relicense, should the reason for being revoked be deemed to be wrong.
