Secret service??? You have an open invitation to visit the Hummerzine workshop and see for yourself, how can that be secret service stuff. You are also welcome to come and visit my garage and you can even inspect my booking forms and private hire licenses if you wish. nothing secret here.

I go back to the point I raised earlier, the vehicles may well be viewed as safe, but are the drivers and operators?

These are the drivers and operators that have been running unlicensed since day one.

Whilst they may claim that councils wont license hummers in the same way they don't license tanks and fire-engines, how many of those 150 councils don't license drivers and operators?

So what's stopping every single driver and operator of a limo from being licensed?

Could it be that they aren't 'fit and proper'? :?

Councils DO license hummers up to 8 seat.. I have seen one with a special events plate.
I have also seen fire engins with the same plate.

No it is more likely because of the cost. If you don't need a license, why pay for one. You don't see coach drivers getting a drivers badge from the council do you? does that mean that all coach drivers are not fit and proper? I think not.

Most, if not all, coach drivers have PSV driver licenses. Most, if not all, coach operators have PSV operator licenses.

Most hummer drivers and operators (owners) have f*** all in the way of licenses.
