Disabled would be exempt, why do they NEED to travel at the peak time, if they do and are working, they should pay like everyone else.

I pity the shopkeepers in this zone as most people who drive cars will venture elsewhere.

But JD they knew the risks of going into business .............. and probably bought the shop as a going concern from someone who hadn't paid anything for it.
They've had their day ............ they've made their money so stuff them.
The only reason you pity them is that you don't want what they've got.
Like everything else the people that work hard for what they have will get trampled by people who think they know better.
Maybe JD will write a book about it.
