I'm not sure the police can deal with test purchases, and pretty sure a PH picking up illegally can't be dealt with under the test purchase schemes as they haven't advertised their wares anywhere.

Also getting the police to check the dataheads will not work, and unless they can photograph what is on the datahead will struggle to use that evidence in court.

It's usually the police Trading Standards and the licensing offices that organise Test purchasers......... as far as private hire and hackney........ although trading standards officers with licensing offices can do it on their own............. it's the way it works here . more private hire drivers were caught at it over the last two weeks, one driver has managed to get himself prosecuted twice in the one night, 900 pounds fine twice

this sounds like Entrapment...very Dodgey stuff Entrapment.

do you think the officer of the law would have reacted any different Had you been the "Good and the Just" of the PH world taking the same type of drunk home and would he have shown the same amount of leniency if a PH guy was parked somewhat akwardly but legally whilst waiting for his Bona fide passengers to arrive....Yes he probably would. I think the officer just said what he knew you wanted to hear in order to placate you and thus diffuse the Situation that may have arisen by way of future Protests.
