thats because there are no rules for surveys! the government issued guidance, and more guidance in detail is to come.
I have read Brighton's taxi imput, it would not be right for me to comment at this stage, except to say its well worded.
Drafts are published because there has to be consultation with the public, after all its their plan, and anyone who lives, works or has an interest in Brighton can comment or oppose.
Suppose someone in the plan proposed a bus stop outside the taxi office, they may wish to oppose it.
What isn't often appreciated, is that these plans are sometimes ignored by residents then are Adopted (a formal resolution by the council on completion of amendments, and completion of the plan) then oppose when works begin.
The story is the same "we told you the proposals" its often too late and judicial reviews are often unsuccessful, as you take on the government as well.
