Ban for taxi man guilty of 14 offences

AN UNLICENSED taxi driver from Fochriw has been banned from driving for six months after he was found guilty of committing 14 driving offences.

Islwyn Kent, of Hillside View, was found guilty of operating as an unlicensed taxi driver in the upper Rhymney Valley area, and at the end of a three-day trial at Abertillery Magistrates’ Court was ordered to pay a total of £2,015 in fines and costs.

The investigation followed complaints from licensed taxi drivers operating in the area, who suspected Kent of acting as a “cowboy cab”.

Caerphilly County Borough Council’s head of public protection, Steve Delahaye, said: “I cannot stress enough the importance of ensuring that all taxis operating in the borough are licensed.”

Following a joint investigation between Trading Standards and CCTV camera operators, Kent was fined a total of £700 for Road Traffic Act offences and was given a six-month driving ban for driving without insurance. He was also ordered to pay a total of £800 under the Local Government (Miscellaneous Provisions) Act, for acting as an unlicensed private hire driver. He was also told to pay £500 in costs and a £15 victim surcharge.

The offences against Kent were proved after CCTV was used to film him receiving money from his customers and to monitor the extent of his activities. Cabinet member for the environment Councillor Lyn Ackerman said: “I sincerely hope this result will act as a deterrent to any other unlicensed cab drivers that may be operating in our area.”
