Is this not the third taxi driver to be heavily fined in their absence?

Why not pay the ticket and look unhappy?

Nicotine must really destroy brain cells, I can only surmise.

Yes. The relevant law goes back to the 1920's, or further. The drivers seat used to be on top of the petrol tank, was the reason.
