today health and safety officers from south kesteven district council visited the taxi rank in stamford and caught some drivers smoking all had their details taken and have been told they will be issued with a caution.

A lucky let off then but will they learn their lesson and more to the point the drivers who weren't caught will they take note now and learn to park up and get out of their vehicles top smoke

Now that's using discretion.

Almost unheard of by most officials these days.

British people are not allowed to use common sense under a new labour initiative.

Now that's using discretion.

Many councils usually issue cautions in the first instance. Usually cos it does the trick of getting word out, and far less paperwork.

Of course if councils kept the money, then that goes right out of the window.
