Nope the LA license a person based on if they believe a person is fit and proper.

if they have rules to abide by then thats ok, but they should be open and made public, ive a neighbouring councils HC application form here which states in black and white what is acceptable and what is not.

BTW, are badged sikh HC drivers allowed to carry a Kirpan?.....



Dunno...but Italian drivers in scotland are allowed Chip pans!!

I think the current system is about right....each case judged on its own merits?

dunno, it can be open to mis-interpretation wheras "over 3 years no drugs/sex/fireams or violence" in black and white is not

or offences against children, ignoring the thrashing i gave one of mine in 1980 when i caught her facing off to mum..... :lol: :lol: :lol: :lol:

Parliament delegates powers to LAs, some of which are more discretionary than others.

I suspect the exclusion from the rehabilition of offenders provisions will be in the relevant legislation.
