Are the council aware the time can be adjusted?

This can be locked also.

But the point is, if they knew who was over charging, why didnt they do anything?

Driver always denied it and accused passengers of racism (he was asian)
Council took the easy route.

My meter loses about a minute each month......I need to adjust it.

Seems to me the easy route discriminated against the majority.

Same here. Once it's 5 minutes out I have to get the meter guys to do it.

There is a small internal battery inside to keep thing going if its disconnected from the main power source, its a possibility it could be on the way out if its loosing time

Our council had several complaints about overcharging, guys were hitting tariff 2 for a short job in the middle of the day.

So after consultation with the trade they said the fairest thing to do for the customers was to time lock all our meters.

So now the same drivers have found various other scams to rip people off

My point exactly, the majority suffer for a minority.

I have an MR320, calendar controlled. A previous meter I had was not calendar controlled and I had frequent problems with passengers explaining why the rate was different according to the time of day.

My meter does it all automatically for night rates, bank holiday and Christmas rates without any intervention from me.

If, for some reason, I want to reduce the rate to a lower tariff (ie regulars going to work while night rate is still on) I can. But I cannot raise the tariff.
It does, as others have commented, ensure that no one can charge in excess of the tariff on the meter.
