I think a FPN for touting in london is a good idea as long as the PCO are told, the driver will then lose his PHV licence for a year.
It also means the police don't have to come off the streets for up to 4 hours whilst they deal with it.

Now there's a man with a brain. Suzy lamplugh aint a cab driver is she? Therefore she can only see as far as her nose. Someone tell her come on here so we can educate her.

What gets me is that some of these persistent touts could end up with any amount of tickets in one night?

Might be an idea to give the touts 3 points as well, might act as a detterent.
