How so? You would have us believe that if PH had meters then the incident of over charging wouldn't occur but it is the HC already with meters that don't put them on that are over charging. So having meters means nothing

The idea would be to find out who was overcharging or refusing to take disabled or wheelchair bound customers

Got it. Yeah I suppose they should at least it would give the LA an idea as to how frequent this type of thing happens :D
