Hear what you're saying but if that was their intention, the easiest way is to pick and choose the times to have the survey.
December isn't the time to have an SUD survey unless you want to establish demand.
This is either a clever tactical move or a monumental cock-up by CEC. :?

We all know the council can only refuse a license application if there is no taxi SUD. The only evidence a court would take as proving no taxi SUD is a type of survey produced by Halcrow, rightly or wrongly.

Thus without any evidence to reject an application, the council has no choice but to grant.


Assuming that the applicant is deemed "fit and proper" to hold such license. :wink:

Correct.
Each application would have to be considered on it's own merits.
It wouldn't get past the Sheriff if a sizeable number were considered not "fit and proper", especially if the same people were considered "fit and proper" to hold a taxi driver's licence. :wink:
