Many LAs fail to get their paperwork and procedures right.

Always worth appealing any tickets; See www.pepipoo.com and look for 'parking and decriminalised notices.'

There aren't many laft who have not.

The good thing is that previously, parking ticket appeals were dealt with in the magistrates court. This was a very hit and miss affair.

Now, being decriminalised, tickets are adjudicated at the Parking and Traffic Appeals Service (PATAS). An informal hearing, well prepared can nearly always beat a council on wording on the ticket, improper procedures, 'signs and lines', etc. The list is ever lengthening. Very, very few councils have it all tied up solid, therefore most parking tickets are invalid in one way or another. Why pay if they can't do their job right?

I agree, I did just that the other day. It's one of the benefits of having Local Authorities that pay peanuts, they tend to employ half wits who manage to fook up everything from School Meals to Road schemes.

Most intelligent individuals leave for the private sector, and leave the public sector with the left overs.

Good for PCN appeals, bad for the rest of society.
