Extensive consultation with the drivers! I would like to see the results of who they consulted with and what the general opinion was..

The councils idea of consultation usually consists of going to the biggest player/operator who does not have to purchase the vehicles himself, who usually says what a spiffing idea - at no expense to his firm.

Once again they misquote Cardiff by saying that they have a 10 year restriction - WRONG, I saw an "N" reg out and working only last night.

If this is true, it means they haven't been doing their jobs properly.
Proper enforcement not arbitrary age limits are what is needed.

Even though i totally dislike any LTI cab, the council is wrong to bring in an age limit on them or the E7 and the equivalents
I think trying to get an injunction against the council policy would not go amiss, you only have to look at London for an age impression

I wonder how meaningful the consultation has been?

Saying that.....the age limits themselves are not particularly arduous.

Hackney Carriage Vehicles:-
    Purpose-Built Vehicles


  1. As and from 1 October 2009, any application for the first licensing of a purpose-built, wheelchair accessible vehicle (including, but not exclusively the LTI TXII and TX4) as a Hackney Carriage must be made within 5 years of the date of the initial registration of the vehicle with the DVLA.
  2. As and from 1 August 2010, no purpose-built, wheelchair accessible vehicle (including, but not exclusively, the LTI TXII and TX4) shall be licensed as a Hackney Carriage if it is in excess of 12 years old from the date of first registration with the DVLA.

    Converted Vehicles
  3. As and from 1 October 2009, any application for the first licensing of a converted wheelchair accessible vehicle (including, but not exclusively, the Peugeot E7, the Mercedes Vito and the Fiat Scudo) as a Hackney Carriage must be made within 3 years of the date of the initial registration of the vehicle with the DVLA.
  4. As and from 1 August 2010, no converted wheelchair accessible vehicle (including, but not exclusively, the Peugeot E7, the Mercedes Vito and the Fiat Scudo) shall be licensed as a Hackney Carriage if it is in excess of 10 years old from the date of first registration with the DVLA.

No U-turn on taxis - Newport councillor

A LEADING Newport councillor made clear he has no intention of doing a U-turn on controversial new rules for the city's taxis.

Age restrictions for vehicles are being introduced for the first time and the decision led to a series of protests by taxi and private hire drivers.

But Cllr David Fouweather, cabinet member for the environment and community safety, said he was not going to change the rules.

And he received the backing of not only colleagues on his own side of the council chamber, but also from the Labour opposition.

From October, private hire vehicles being licensed for the first time will have to be no older than three years and three months while Hackney carriages can be no older than five years.

From August 2010, no purpose-built wheelchair accessible Hackney carriages older than 12 years or private hire and no private hire vehicles older than eight years will be re-licensed.

Cllr Fouweather described claims that the regulations were being brought in solely for the Ryder Cup as a "red herring".

A 20-year-old vehicle could be re-registered on July 31, 2010, and - provided it was roadworthy - could be issued with a licence for a further six months.

Cllr Margaret Cornelious, who chairs the licensing committee, said: "Our sole aim as a committee is to ensure that Newport has a standard of taxis which are both safe and comfortable."

Mrs Cornelious added that other local authorities including Torfaen, Cardiff, Caerphilly, Swansea, Vale of Glamorgan and Bridgend, already had age policies - some demanding brand new vehicles at first registration unlike Newport.

Labour Cllr Herbie Thomas said that as far as he was aware, most of his colleagues basically agreed that the quality of some taxis was "pretty poor" and the seeds for this policy were sown by the previous administration.

They could just inspect them properly and do some proper enforcement.

This is just a cop out from their responsibilities.

The previous admin brought in the WAVs on the back of the gov legislation, gov legislation gave the drivers quite a number of years to afford the change to the WAVs so that they would not suffer undue financial hardship! but Newport council shaved years off of the gov term and insisted that all Hacks would be WAVs forcing all Hacks drivers to purchase a WAV many years earlier than the gov recommendation - this lot are now insisting that all will have to purchase up to date WAVs - have you seen the Newport tariff :shock: they simply will just not be able to make a living.

It wasnt legislation......it was advice....well thats what they now call it. :wink:
