Its both! but the council just deals in the things it knows best. Licensing! Once the ladies have to start paying out for plates etc they will probably loose interest. The police should stop them every night & book them all for no insurance. the law is clear.

Lets hope after 2moz Pink ladies will be gone from our roads in Warrington. I work as a female taxi driver in the Warrington area I feel Pink ladies should never started as all taxi drivers are CRB checked! so it should not mattter what sex the driver is!

I think even if they were licensed the business model is flawed, which perhaps indicates why they are unlicensed.
