thats assuming LAs wouldnt impose HC rates ona PH meter, something tells me different

They do that up here but I have a feeling they don't have the power to do so in E & W.

In a previous area, plated as a hack, there was no provision for +4 passengers (back in the days of the pegeot 505 7 seaters) so we used to stick the meter on time and half.....illegal, yes, but no-one ever objected, the alternative was 2 4 seaters at double the cost
