Cabs don't earn money - drivers do. Cabs are just the tools of the trade.
You can't have an oversupply of cabs. You can have an oversupply of drivers.

Because there is no quality control, never has been never will be, it's the same issue with a driving licence, many ppl hold one who simply cannot drive to save their own life, cabs rely on punters, there are only so many punters, once the scales tip that there are more cabs than punters all the strokes come out, this leads to unsafe practice and also pedal jockying to get back for another job because it's so quiet, or to put it simply, 1500 drowned on the Titanic, and why? because there was too many of one thing and not enough of the other.
To answer the have too many cars and no drivers, this is a common practice of double glazing sales, promise the earth, let the driver pay in without anything for himself until he works it out and then have another renewable source mug waiting to take his turn at wasting his time for 3 weeks without a wage, add in the ppl who employ foreigner slaves who drive all week for a room in a shared house and a bite to eat, you're only seeing things in a Utopian sort of way mate, where everyone abides by rules, as you should be aware that way of life hasn't arrived yet.
