Investigative blunders

The IPCC investigation is its third major inquiry into apparent failings made by Sapphire teams, who operate in all the London boroughs.

In March 2009, the IPCC announced it was to review the case of the taxi driver John Worboys, convicted of 19 offences including one rape and four sexual assaults on women.

Greater oversight by experienced senior officers should help detect future serial sex offenders far earlier

Worboys was arrested and investigated by police about a sexual assault in July 2007, but police never referred the case to the Crown Prosecution Service, and Worboys carried on offending for another six months.

The IPCC also revealed that four officers were to be disciplined over a separate case, dating back to February 2005, involving a botched investigation into a rape allegation - again, by the Met's Sapphire unit.

As a direct result of the Worboys and Reid cases, control of Sapphire inquiries is being transferred from borough-level to senior managers at New Scotland Yard.

Investigations will be conducted by specialist detectives, drawn from a dedicated team of 375 officers.

Scotland Yard says the new structure will be in place by the end of 2009. There is no guarantee that it will prevent future investigative blunders, but greater oversight by experienced senior officers should help detect future serial sex offenders far earlier.

London taxi driver jailed for sex attacks

LONDON (AFP) — A London black cab driver who tricked female passengers into drinking drugged champagne before sexually assaulting them in the back of his taxi was jailed for a minimum of eight years Tuesday.

John Worboys, a 51-year-old ex-stripper and adult film star, attacked 12 women between 2007 and 2008, telling them he had just won the state lottery before handing them spiked drinks as he drove them home after nights out.

"Drivers of licensed black cabs in London have a worldwide reputation not only for the reliability of their driving but for their professional trustworthiness," said judge David Penry-Davey as he passed sentence.

"You exploited that trust and, through the use of alcohol and drugs, you sexually abused young women who had trusted you to take them home safely late at night".

Worboys, who had shown a "significant degree of sexual deviance", would not be released until officials decided he no longer posed a threat to women, the judge added.

Police now believe he could be behind up to 85 attacks in London and the south of England from 2002 onwards and will interview him again in prison.

Despite being found guilty at Croydon Crown Court in south London last month, he continues to deny having committed the offences, his lawyer Jeremy Gold told the court Tuesday.

Several London police officers are facing disciplinary action after missing an opportunity to catch Worboys when they arrested him in 2007 but failed to search his taxi or home.
