lol Charlie, Hackney carriages can pick up and drop off in any area they are called to. For example if I phoned an out of town Taxi firm to come and pick me up in Manchester and drop me off in manchester they are quite entitled to do that. Both Hackney and private hire can do that as long as the call was taken in the area where the operator is licensed.
Now here's a point for you, the latest court case regarding this matter has made it clear that Taxis are not regulated by the operators licence that regulates Private hire operators so it could be the case that a Taxi booking agent can take a booking from anywhere in the country, something which Private hire cannot do.
