IN REPORTING the jailing of a drug-fuelled sex attacker who was pretending to be a "taxi driver", you quote Lady Smith saying: "What she needed was a licensed taxi to uplift her and take her safely back to the hostel where she was staying. What she did not need was the nightmare experience which followed" (News, April 20).

This case proves that as far back as February 2009 the council was well aware of the difficulty of hailing a licensed taxi at peak times and the vulnerable position this puts the public in.

Yet since then, the council has refused 92 taxi licences to those who want to provide the improved service at these times the public deserves.

The council is even defending its refusal to grant licences in court, despite the real concerns this and other cases raise about public safety because of its artificial restriction.

How can any local authority possibly claim to be discharging its public duty to ensure public safety unless and until it has done everything it can?




Do we have to wait until a vulnerable female is murdered?

Too many taxis on the road, but still Matt Lucas wants even more on the road! It's time to stop these carpetbaggers, before it's too late!

Or will it take the murder of a vulnerable taxi driver? :shock:

Total rubbishmongering, your idiology is 100 percent selfish personal crap. The reason sexual predator are praying on the vulenrable is because of CHANCE and CONFUSION!!! Our council should be creating awareness of what is a safe vehicle to approach. PRIVATE HIRE CARS should be anonomous!!! By allowing external plating and signage of PHC the council are creating confusion. Maybe we the Black trade should be the ones who carry external signage? Something like; APPROACHABLE for HIRE. Jim to say that another 92 plates would have stopped this attack happening is vain and naïve, this attack was oppertunist (chance) and would have happened no matter how many Taxi's where operating. Someone out to commit this kind of attack just has to sit and wait for the oppertunity. Jim go and re-value your worth to yourself never mind the trade.

The reason being Skull it's a Limited market especially now, the 30 plates that have just went on have had a huge impact coupled with the recession, don't give me any pash about PHC taking our business, PHC drivers are a lot worse off than us. Restriction works in our city but may not work in another. Concentrate on your Quality controls first and then if there is a need for more plates so be it, survey of demand. Of course!!! What is your idea for stricter/Qualty controls? C'mon tell us!!!

The cap on plates' fetters a qualified driver's access to the tools of his trade, this in turn restricts supply to the public, especially at peak times, thereby putting vulnerable young females at risk when looking for a taxi.

I'm not saying that another 92 taxis operating would have prevented this assault.

What I am saying is that restriction is like the council's beecher's brook. It's a hurdle it has to get over. Until it does, whenever another incident like this happens, or even a murder, the council can't possibly claim that it did everything in it power to provide enough taxis in the marketplace. T

hat means that it can be held accountable, sue by the injured party for failing in its statutory duty. The female in this incident should be sueing the council. Given that the council's failure is anticompetitive, a clear vested interest and breaches custom and practice elsewhere in the country she would be onto a banker.

Duggie, you gotta get over this notion you have that customers exist to serve us. We exist to serve them. And on this evidence we're letting them down.
