We know all council's are trying to stop freedom of speech. If a licensed driver started a web site and called it "Cityname"ripoff.com. He then posts details obtained under the freedom of info act i.e licensing accounts. Would he be committing an offence and if so what offence?

I don't think you would need to call it 'City name rip off', just call it 'City name licensing accounts, are we being ripped off?'.

I'd post the details and put a link to the relevant parts of the council report, or even wrap them in quotation marks. As stated it's public domain material. Can't see how that would constitute an offence.

you can take steps to avoid a domain owners details being public (or available via whois, etc)

a domain name can cost from only £2
