well in a hack you dont have to put your belt on but you DO have to put the meter on, or face breaking the law...........
what Law? if that Law hasn't been fully adhered to..prior to someone breaking that Law.. by the Law makers themselves....

just read an old post "Manchester Council to Seal P/H Meters" posted Sep 1st.
Is it possible that there are Councils up and down the Country not Sealing Meters, both HacK and PHV?? :shock:
