As we all know, there are many licensing authorities that use a Penalty Points System for Hackney Carriage & Private Hire drivers. The idea is that if a driver commits a misdemeanour s/he is awarded a number of penalty points against them. The more serious the transgression the greater the number of penalty points they are chastened with. These penalty points are duly recorded in bespoke computer programs that have been specially designed at a cost of thousands of pounds of your licence fees, to keep this essential data.

When a driver has amassed a predetermined total number of penalty points, s/he is commonly known as a dastardly habitual transgressor & the situation is then considered to be so grave that the said driver must now make an appearance, either before a senior licensing officer or the licensing committee. The said driver is then in peril of further sanctions being imposed on them.

Now HC & PH drivers are not all angels & from time to time transgressions do take place. But I do think that these Penalty Points Systems all seems a little one-sided to me; very one-sided & biased indeed.

So, in an effort to try to balance the Penalty Points System & create an unbiased, even-handed, impartial & complete system, let use all on TDO create a Council Licensing & Enforcement Officers Penalty Points System (CLEOPPS) so that we can give CLEOs penalty points too.

That sounds fair to me; after all they are not all angels either!!

So I’ll start the ball rolling. The rules are 100 points & they get reported to the Chairperson of the Licensing Committee.

And here are some penalty points for CLEO misdemeanours;

CLEOs not working a 24 hour enforcement protocol = 50 points
CLEOs not responding to correspondence within 10 days = 20 points

Any other ideas?
