That's a very kind offer, CC. I've posted this thread on our local forum for comment and will respond to you in due course.

Do we, however, have any indication of the legality or otherwise of this action?

There seems to be two distinct issues, supplying you with what amounts to a test date and the license application.

There's rules and laws about the application process, but none spring to mind in respect of testing.

To get to what is probably the main concern of drivers: In the year in which a vehicle is changed it will always attract two licencing fees in that year, making that particular year extremely expensive.

I am also trying to find out the LA's objection to having an 'anniversary' renewal.

I license my vehicle on 31st July each year, if my vehicle is written off during the year I then pay a transfer fee to transfer the license from my written off vehicle to the replacement.

The new vehicle will require a council test, which costs somewhere in the region of £43.

The transfer fee is £17.

You need to contact local councillors and ask them why their licensing department will be putting taxi drivers out of work?

By adopting the 1976 act your council has a duty to license vehicles when and where they are presented to them (with the proviso they meet the council criteria), not doing so for two months is not acceptable, and will lead the council to be liable for a lot of compensation.

If this isn't a wind up from your LO, and the Captain's e-mail doesn't get anywhere, I know someone who can and will get it sorted for you.

If a council WITHHOLD any kind of license from you (driver or vehicle) you can apply under section 9(c) of the 1890 public health act amendment ,directly to the Crown Court, the court will order it issued.
