You may well ask, but 4 of them have done it, they were renting them from proprietors, and had them on their own vehicles, so they went to the Council and proved that they owned the vehicles and although the Council knew they did not own the plates, they put their name on the licence, to comply with the law, one owner lost 2, a really nice old guy lost 1, and a nice couple who are pensioners now have no income and no plate, and the best part is these thieves dont think they have done anything wrong.

As nice as the pensioners may be what they were doing is illegal. Having said that what the drivers were doing is illegal. Nobody should have benefited from these illegal activities. If the council are inclined to take back the plates from the people they were issued to they certainly shouldn't have automatically gone to people they weren't issued to, they should have been returned to the council immediately then re-issued to applicatants in a fair and legal manner

Plates with no vehicle details on them (and not tied to vehicle owners?)

how strange

mine has my vehicle make+colour+reg no, plus number of passengers and the PH vehicle plate number on them

It's quite simple really and was covered in a previous thread a couple of months ago. Essentially the plate is owned by one person but the vehicle it is attached to is owned by somebody else. All the details on the plate are as should be insofar as it has the vehicle make, colour etc on it. The difference is both the plate holder and the vehicle owner lie to the council to enable the plate to be affixed to a vehicle that the plate holder doesn't own. It is the plate that is rented and not the licensed vehicle

all the LAs ive been in the vehicle owner is the plated owner and its all in his/her name. renting plates out must pose a worry to owners in case the hirer is a total muppet and comes to the attention of the LA

It's illegal to rent the plate out which is why the owners of the vehicles they were attached to were able to 'steal' them

As there is a waiting list, this would have been the fairest option and I think it did once happen in Cheltenham but not in York.

Maybe because they haven't, else the courts would say otherwise.

if its an illegal trade, how does the "renter" account for the payments in his accounts and how does the "owner" declare "rent" for the purposes of benefits and taxation?

oh listen to me, assuming everyones honest and upfront!
