93% said that drivers should have special taxi driving licences. There was an equal split on whether or not a taxi driver's licence should work across the whole of England and Wales and of those who felt that it should, 58% felt that it should be the area of residence which is the authority responsible for licensing the driver.

So according to the IoL, we can all go down 'the smoke' to work irrespective where we are licensed.

96% said vehicles should be specifically licensed as taxis.

Yeah, but how many of the 96% know what a taxi is, or do they know private hire as a taxi?

Its just a load of Cobblers concocted by people who if they werent doing that they wouldnt have anything else to do.....Everything seems to be roughly 50% for Change and 50% for no change and as always the more vociferous " for change " brigade being heard over the mild "leave as it " section of society ..........so thats just as it is now.

Taxis and Private Hire both have their rightful place now and in the future, similar jobs they may do but still they do it differently enough not to merit destroying one group at the cost of the other, their is a place for both.

IOL can spout all they want but I cant see them changing anything anytime soon......God, I bet that Galls them..

The IoL are the black sheep of the licensing community when it comes to taxi/PH issues.

Or is that LACORS?

This doesn't even make sense.

And that's only one sentence of the report!!

For the HC & PH trade this is a terribly written report, because it is absolutely full of trivial information.

You can't separate the wheat from the chaff & the consequence is that any meaningful parts of the report are lost or hidden & anyone reading it would become bored & disillusioned.

In what way? Do you mean that you don't understand the statement or that it doesn't make sense to licence drivers in this way?
This is my interpretation.
93 % of respondents said that drivers should have a special taxi drivers badge. Of the 93% half of them wanted the licence to be limited to your own LA and half of them wanted it to be national.
If the special licence were to be national then 58% of respondents felt that this licence should be issued in the area where you live.

Both, I suppose.

But it seems to make more sense now; I think I read it too quickly. I would have put a comma after either 'Wales' or 'and', which might have aided clarity.

Indeed, but presumably the 58% refers only to those agreeing with a national licence, whereas your interpretation could possibly mean that it refers to all respondents, assuming that a national licence was the only option, as opposed only to those agreeing with it in principle?
