After watching the on line TV from your meeting with the taxi and PH representatives, it occurred to me that no one mentioned that most local authorities do have the same standards for vehicles and drivers, but most of them over charge for the same service, and impose their own rules instead of staying with the acts as they are written, that is why most owners get their licences from the cheaper councils and then work in their own area.
What is required is a set price for a licence then this would stop, if for example one council charges £100 for a licence in a rural area, then that should be the price nationally, even drivers badges are a complete rip off in some areas, the fee for these should also be set at around £50 for a 3 year badge

And for good reason too.

I wonder how many minicabs there would be if a one tier system happened.

FFS bring in a national standard, what they meant by that is one price for your licence, so stopping the councils ripping you off, let cab owners choose what vehicles they want and have a maximum age on vehicles to improve standards

I think most of the reps where confused and they thought that if a national licence was issued in, say Newcastle that owner would be plying in London
