The burden of proof in Taxi complaints is surely always on the balance of probability, as in civil proceedings, surley thats why you have the back up of the Magistrates Court as an appeal where the burden of proof has to be beyond all reasonable doubt?

Up here the appeal goes to the sheriff court where the challenge is whether the committee acted legally, reasonably or within it's powers.
Beyond all reasonable doubt is only for criminal proceedings.
