The meter should go on at the commencement of hiring, which technically for PH is when you are given the job or for HC once you've accepted a fare. Once a customer has ordered a cab you have been 'hired' by them so in theory you could put the meter on straight away. However I believe this is the reason we have flag-drops, to cover the time and fuel in getting to the passenger and loading, or in the case of Hacks just for loading.

yes but hack meters charge more than most PH do anyway so your already charging more than the PH WAV, albeit to all your passengers

i.e. if the flag is £5 and its £2 a mile, 5 miles = £15

5 miles in a PH would be maybe £10.....

(figures for example only)

in fact i only charge £1 per mile in the day

The firm I drive for have the same meters and tariffs in both HC's & PH's. This seems to be the same for all firms in the town. The published council tariff chart permits a .60p extra charge for all pre arranged bookings on tariff 1 and .75p tariff 2. More than once I've had a 5 mile journey for a datahead job allocated where the meter fare was less than £4. At least HC's and PH's seem to be treated fairly here.

you could argue that LAs who force 100% wavs for hack plates have pushed up all fares, its thier fault such expensive vehicles are required, unless they also allow pre-thatcher built cars......

I asked our licensing officer this very question when a local company were charging £18.00 to take a wheelchair passenger across town, a distance of less than 2 miles. The answer was that they can charge only the same as they would charge an able bodied passenger for the same journey.
