I remember reading an article a few years ago by a retired CIA agent referring to terrorist attacks after 911. He made the analogy of sitting at the side of a swamp and shooting mosquitoes with an M16, in the futile hope that you wouldn't get bitten. He came to the belief. It was better to retrain the swamp not to produce mosquitoes that bite. :-|
