If I was to make a complaint about the taxi quota section/bits in the report it would be that they are all just a tad too woolly for my liking. :-k

Maybe the Law Commission are trying not make the same mistakes as OFT, only time will tell.

I thought they spent too much time on that section....they only had to say it was best practice?

Yes, I had a quick brush through that bit, and it all seems very broad brush and cautious.

Mabye they're just trying to tease out the numerous competing views as part of the consultation.

Of course, it's probably all a bit like the OFT in that they can't be too critical about things - saying that the SUD surveys are shecht, for example, or that some LAs ride roughshod over the law - because they won't want to be too critical of officialdom and government generally.

So they might call it overly bureaucratic or whatever and leave it at that, rather than saying what they really think, ie that it's total pants.

Alternatively, perhaps they simply haven't gotten into the likes of the SUD surveys beyond the superficial.

A lot of the language used will basically be about euphemism and diplomacy, as will be the decision regarding what to actually include in the report and what to leave out.

Weird that they'll give a LA the power to create taxi zones, but no power to limit numbers of taxis though?

Or give powers to LAs to have or to not have PH, but no powers to control their standards. :?
