Under Scottish laws, the operator licence goes with the vehicle, not the driver. There is no proprietor licence.

But that's just a difference in terminology, I think, it's of little or no substantive relevance?

Correct.

There doesn't seem to be much difference in licence cost either, so I think we could safely assume there is little difference in the bureaucracy involved.

I think gusmac's point is essentially that in Scotland an 'operator' is what in England is called a vehicle proprietor, and that there's little obvious difference between those two licences north and south of the border.

So totally irrelevant to the point Toots was making. [-(

Yes, for those currently requiring both drivers' and operators' licences, presumably, but that wasn't my point, which was about drivers who don't want the facility to take bookings directly.
