The person that fits it, and/or keeps tabs on the data, is the data controller, and I agree they must be registered with the ICO.
That could be the vehicle owner, or the fitter, or in our case the cab firms.
The cab firms can authorise other people to administer the data, but the data controller is the one who carries the can if things aren't done in accordance with the law.
Councils can stipulate rules on the usage of CCTV in cabs, and who can and who cannot access data. That is done under licensing laws.
Anyone with good reason can have access to the footage, be that the police, the council, or the data controller themselves.
