Minicab driver spotted illegally plying for hire outside Parklife festival is fined

Tanveer Noor was spotted outside Heaton Park following the event on June 7 picking up a passenger who had not booked a minicab

Police spotted a man entering Mr Noor’s and pulled him over near to Sainsbury’s on Middleton Road at around 11.30pm.

They suspected the passenger had not pre-booked the minicab through a licensed operator and called for backup from council officers.

After Mr Noor was interviewed at the scene, Mr Noor admitted the passenger had approached him and asked to be taken to Blackley.

A fare of £5 was agreed.

Mr Noor admitted the journey had not been pre-booked and apologised.

But that didn’t stop him being hauled before the courts.

Mr Noor, 33, of Saxon Street, Oldham, pleaded guilty to plying for hire before magistrates in Manchester.

He was fined £270, ordered to pay £250 costs and a £27 victim surcharge. Mr Noor was also slapped with six penalty points on his licence.

Manchester council’s executive member for neighbourhoods, Nigel Murphy, said: “Picking up a passenger who has not pre-booked their journey is extremely serious – as it invalidates the driver’s insurance.

“I hope the fine issued to Mr Noor reminds private hire drivers that we will not turn a blind eye to such offences and there are consequences for ignoring the rules.

“Our officers work hard to ensure public safety but I would also like to remind people attending big events, like Parklife, to plan ahead and think how about they will get home at the end of the day.”

Council bosses have worked closely with police during the last few Parklife festivals to crack down on dodgy cabbies - as well as to curb anti-social behaviour following the event.

sorry ( i know he done wrong) but have the police nothing better to do ffs? should be left up to the council imho

I think there was an event on so this was probably an operation targeting illegal plying for hire

talking absolute Rubbish Councilor Nigel....This was something pushed for by Hackney Drivers who are more or less barred from the event as the ''contract'' is given to mates from ph...and Hackneys are not allowed anywhere near the place.....Obviously this driver was not part of the setup who get the cream ...so let's make an example of him !
This year the ''contract'' has gone to Uber who have now started accepting ''cash'' for fares...makes one wonder why so ?

Hackneys can't be banned, they're allowed to take flag downs. If Uber are running the gig the Hack lads will clean up.

Yes, in Manchester they can !

There is a video of this...I will post it if I find it.

2015 Parklife...Police stopped Hackneys from going into the park to work stating that they were inder order to only allow ''contracters'' vehicles into the park to pick up fares...

The ''park'' being heaton park ...during a festival held there every year.

I thought Heaton park was council owned which makes it private land in law

If it's so-called Council land it's owned by the Council Tax payers of that district. I'd tell the copper he was stopping me doing my job while taking video evidence. There can't be a rule for PH and a rule for Hackneys.

Yes, it was videoed by the driver on his mobile with the agreement of two police officers...who stated on camera that they were under orders not to allow anyone other than the ''contracted'' ph vehicles into the park....If I find the video I will post it here...
The matter went to complaints to the council, the police and anyone who was ready to listen and they all passed the buck !
