My experience shows that touts only succed when the hacks fail miserably to provide the punters with the service.

If central London was flooded with black cabs on Saturday night, rather than the driveways of Romford, then I think your touting problem will disappear.

We have touts at our station rank, they drink coffee and chat while there is a queue of cabs. Soon as we all disappear they will role out of the coffee shop and go to work.

I disagree.

If every street in London had a rank with 10 available Taxis sitting on it 24 hours a day, these people would still crowd round the doorways of pubs and clubs, acosting people as they leave with their famous chant 'taxee boss?'

People will always use them as there is a perception they are cheaper than using a Licensed Taxi or a company like Addison Lee.

The reality is of course somewhat different, with charges of £80 to Harrow and £50 to Enfield, both far in excess of the metered fares.

Enforcement is thinly spread, bearing in mind we have about 130 'High Street areas' within the Metropolis, it could be said these people have a free for all every Thursday, Friday and Saturday Night.

As for the witty remark about driveways in Romford, if there were'nt some Taxis on drives overnight, then I guess we would have some unmet demand during the day?

There are thousand of taxis on the road during the night, including me tonight, but I will bet my bottom dollar the Minicab touts, both Licensed and unlicensed will be out there as well, desperate to steal any job they think they can get away with, even if its in full view of the Police.

Your wright Sussex, and it takes the emissions up to and beyond Euro 4 standard!

Problem is you rely on the driver being honest enough to add the pill in every day, and not just the week it goes up for its annual examination and plating! :D

I would welcome this, accompanied by strict random road side tests, with anyone got getting a large fine.

The PCO know about this, and like everyone else I should know by early next year what systems the Energy savings trust will approve.

I really don't understand what the problem is with internal plates

Here in Renfrewshire they worked fine for years (see yellow sticker in the rear window of my pic) & we never had any problems with them

Unfortunately some bureaucrat at the Licensing Dept. decided this wasn't good enough & now we have a big plate on the rear bumper (must be drilled onto the right hand side) together the large stickers on the rear side windows complete with company name.

East Dunbartonshire Council still use rear window internal plates as a way of identifying licensed vehicles. Private hire have yellow & taxis blue. The laugh is vehicles there are allowed tints & you can't see the plates on them ! Never the less there have been no instances of any problems with his system

Argyll and Bute Council licensed vehicles have small plates in the rear window

Edinburgh City Council private hire vehicles used them up until recently

If it is'nt broke don't fix it !

I think internal plates are the exception rather than the rule, and bumper or boot mounted plates are more the norm.

But it's one of these areas where there seems no need for this plethora of different rules.

It would be much easier to have sign on the roof, but in the American stile from front to back, With private hire only written on it and the licence plate fitted front and rear of the sign and on the front doors you could have your company name and phone number
No drilling of bumpers, can easily be identified, making it easier for the punter who called it to know its a safe car.

Sounds a bit too taxi-ish - isn't that the rules that many LAs here have, and it certainly doesn't stop plying for hire.
