How will you know what drives you will take on in the future? Can they answer that?

I think the idea is that any new drivers would be reported to them when they start. Also drivers are supposed to say who they will be working for when the appy for their badge.
The fact that a driver is supposed to tell them who they are working for kind of duplicates the operator having to report who is driving for them.
