An interesting read.

One suggestion is to only charge VAT on any commission i.e. the difference from what the customer pays to that which the driver receives.

Consultation on VAT on PHV fares

6.5 The UK Government has committed to introducing legislation to improve the regulation of the PHV and taxi sector in England when Parliamentary time allows.

It depends on whether uber have donated to their election campaign or not

I'm not convinced Uber would welcome a Labour government, which is maybe why they seem to be applying for new operator licenses all over the place. :-k

6.8 The only way to put beyond doubt that a PHV driver can contract with a passenger would appear to be to remove the role of licensed operators, which would effectively replicate the current taxi licensing structure. Those previously licensed as PHVOs would take on the role of intermediaries, as is currently the situation for pre-booked taxis.

Is that requirement needed in 2024?

Not needed for hackney drivers. :-k

If there are no operators who is going to recruit and train drivers?

If there are no operators how do those who cannot or will not use a smartphone contact a driver ?

Not sure anyone mentioned binning off operators.

There will always be a need for operators, who will still be able to do what you list.

The issue I've raised is why should PH drivers/owners have to use licensed operators.

If operators were/are essential for PH, why are they not essential for hackneys?

The same way as happens with Hackney drivers now.

Please don’t think I’m making this a hackney v PH issue, far from it.

The issue is that VAT might have to be added to all PH fares due to the contractual circumstances between driver and operator.
